बुद्धिश्रेष्ठा हि राजानो जयन्ति विजयैषिणः । धर्मः प्रतिविधातव्यो बुद्ध्या राज्ञा ततस्ततः ॥
English Scholarly Translation
Only kings of superior intelligence can rule, cxpccting victory. A king by the help of his understanding and guided by knowledge gathered from various sources, should so arrange that inoral laws may be observed.
