अयं पितामहेनोक्तो राजधर्मः सनातनः । ईश्वरश्च महादण्डो दण्डे सर्वं प्रतिष्ठितम् ॥
English Scholarly Translation
Yudhishthira said O grandfather, you have now finished your discourse upon the duties of kings. From what you have said it appears that punishment occupies a high position and is the master of everything, for everything depends upon punishment.
