<jats:p>This article analyzes the relationship between agrarian policy and central authority in the Kokand Khanate during the late eighteenth and mid-nineteenth centuries based on historical sources. The study highlights the role of the irrigation system in state governance, economic stability, and territorial control. The construction of major irrigation networks such as Naymancha, Yangiarik, Khanarik, and Ulugnahr is examined within the framework of the central government’s economic policy. The article also explores the impact of migration processes on agrarian development.</jats:p>
