Abstract
<jats:p>This article analyzes the role of state youth policy in the formation of managerial personnel within the framework of elite theory. The author proposes a three-stage filtering model of elite recruitment, on the basis of which the legal and institutional foundations for forming a personnel reserve in Uzbekistan are assessed, taking into account Presidential Decree No. UP-95 of June 19, 2025. The study demonstrates that formal institutional links exist between youth policy and personnel policy; however, they have not yet developed into a coherent and fully integrated mechanism. The quantitative parameters of the official recruitment channel, calculated on the basis of published target indicators, are indicative in nature and require verification using data on applicants, competition participants, and appointments.</jats:p>
