Abstract
<jats:p>The relevance of the study is determined by the need for continuous development of managerial personnel in healthcare under wartime risks, resource constraints, and future post-war recovery. The aim is to devise a methodological approach to improving economic provision for the development of managerial personnel in healthcare at the macro- and mesoeconomic levels, considering the specifics of wartime and the post-war period. The research methods include systematization, grouping, analysis, synthesis and logical generalization to formulate theoretical provisions and conclusions; periodization, deflation, normalization, integral assessment, coefficient analysis, and structural-component analysis to calculate integral indices and assess the response of economic provision capacity according to the "shock–adaptation–recovery" model. The main result is a methodological approach that enables assessment of the state and dynamics of economic provision capacity, identification of its transformations under wartime shock, detection of the most vulnerable components, and substantiation of improvement priorities for wartime and the post-war period. This provides a basis for differentiating measures according to identified resource imbalances. The scientific novelty lies in combining the assessment of actual resource availability with the evaluation of economic provision capacity, focusing on the specifics of managerial personnel and healthcare, and developing recommendations at the macro- and mesoeconomic levels, thereby complementing studies focused mainly on the enterprise level. The practical significance lies in using the approach to diagnose changes in economic provision under wartime challenges and to define priorities for its improvement during wartime and the post-war period.</jats:p>
