Managing the development of industrial tourism in territorial communities as an instrument of local economic diversification

<jats:p>The article examines the managerial preconditions under which industrial tourism can function as an instrument of local economic diversification for a territorial community. Conceptual ambiguity in this field is shown to have applied rather than purely theoretical significance: blurred boundaries between industrial, technogenic and industrial heritage tourism complicate the choice of a management regime at the community level. A distinction is proposed between two fundamentally different object situations – visits to an operating enterprise, where the core of the tourism product is a private company, and the development of a post-industrial asset requiring conservation, revitalisation and a new functional purpose. Their conflation results in declarative strategic documents. The scope of community powers in tourism after decentralisation is analysed, revealing a key competence gap: such powers are predominantly programmatic and coordinating, whereas the most attractive sites remain in state or private ownership. It follows that the community's real leverage lies in its negotiating and project capacity, contractual mechanisms and inter-municipal cooperation rather than in administrative prescription. Centralised, cluster and network management models are compared in terms of their suitability for communities of different size and resource endowment, and the financial toolkit is considered, including local targeted programmes, the tourist levy, regional development fund resources and donor support. Particular attention is devoted to the barriers to converting an industrial site into a tourism product: ownership, visitor safety, the restricted-access regime of operating facilities, and the environmental risks of abandoned areas. The channels through which industrial tourism affects the local economic structure are disclosed, together with the conditions under which it genuinely alters the economic base of a community rather than remaining an image project without fiscal outcome. The impact of the full-scale armed aggression of the russian federation against Ukraine on tourist flows, the condition of industrial sites and the regional asymmetry of productive capital is investigated. The authors formulate their position on the set of conditions determining the effectiveness of community management decisions in this field.</jats:p>
