Abstract
<jats:p>The article discusses the significant steps taken towards establishing the foundations of democracy, the rule of law, and the building of a legal state in the Republic following Heydar Aliyev’s rise to political power. It is noted that the National Leader was able to restore socio-political stability in a short period of time and initiated large-scale reforms encompassing all spheres of life. Referring to the first Constitution of independent Azerbaijan adopted through a nationwide referendum in 1995, the author regards it as one of the most important events in the history of the country’s independence. It is analyzed that after the adoption of the first Constitution of independent Azerbaijan, a new stage began in the field of state-building. By the Decree of the President of the Republic of Azerbaijan, the year 2025 has been declared the “Year of the Constitution and Sovereignty” in the Republic of Azerbaijan. The article refers to several provisions of the Constitution and emphasizes that the “Year of the Constitution and Sovereignty” will be an important stage in the comprehensive development of the country. Furthermore, the article analyzes the key mechanisms for implementing constitutional provisions and substantiates the unity of these systems in ensuring human and citizen rights and freedoms. Finally, it links the necessity of ongoing constitutional reforms to the development policy of the Republic of Azerbaijan and highlights their successful outcomes.
