<jats:p>This study examines the learning motivation, educational participation, and employment realities of persons with disabilities in Mongolia and analyzes the alignment between empirical findings and existing legal and policy frameworks through mandate analysis. A mixed-method research design was employed. Quantitative data were collected from 63 persons with disabilities residing in Bayanzurkh district using a structured questionnaire and analyzed with SPSS. The findings indicate that although learning motivation and willingness to work are high, limited accessibility, financial constraints, and weak policy implementation hinder effective participation.</jats:p>
