Abstract
<jats:p>As institutional ecosystems become increasingly interconnected, the need for reusable evidence continues to expand across reporting, assurance, finance, regulation, and governance environments.</jats:p> <jats:p>However, Evidence Infrastructure remains sustainable only when accompanied by constitutional safeguards capable of preserving neutrality, continuity, and institutional independence.</jats:p> <jats:p>EMJ.NEXUS Constitutional Constraints presents the constitutional layer governing the broader Evidence Infrastructure Architecture.</jats:p> <jats:p>Developed upon the Integrity Neutrality Firewall, Global Entity Credential Identifier (GP01), and EMJ.NEXUS Operational Principles (GP02), this publication establishes the constitutional constraints necessary to preserve architectural integrity while preventing governance capture, interpretive expansion, and institutional centralization.</jats:p> <jats:p>The publication further defines the Institutional Neutral Committee (INC) as the Constitutional Custodian of the Evidence Infrastructure Architecture, responsible for preserving constitutional admissibility and safeguarding the continuity of the global Evidence Infrastructure Registry.</jats:p> <jats:p>Importantly, EMJ.NEXUS Constitutional Constraints establishes no regulatory authority, legal obligations, or institutional governance powers.</jats:p> <jats:p>Instead, it defines the constitutional conditions through which EMJ.NEXUS may continue operating as a framework-neutral and operationally neutral Pre-Disclosure Evidence Infrastructure Layer.</jats:p>
