<jats:p>this report argues that India’s energy transition should be understood not as a singular national shift but as a coordinated set of subnational transformations—aligned in direction but differentiated in design. Only by addressing the transition at this level can India ensure that its pathway to Viksit Bharat 2047 is not only green but also resilient, equitable, and strategically secure.</jats:p>
