Abstract
<jats:p>At the dawn of the third decade of the 21st century, the international order is entering a state of irreversible transformation, marking the definitive end of the "golden age" of Pax Americana and the illusion of the "end of history." The current work, "Neostructural Realism," postulates that the Western world and the peripheral elites gravitating around it are in a deep epistemological crisis. This is not merely a lack of information, but a systemic inability to decipher the altered security architecture. The old maps of geopolitics, drawn in a period of unipolar dominance, no longer match the terrain of the new, multipolar, and fragmented reality. The monograph introduces and defines the term "neostructural realism" as a necessary new paradigm for understanding contemporary global processes. Unlike classical realism, which views states as "billiard balls" in a power field, or liberal institutionalism, which relies on normative frameworks, the proposed model analyzes the dynamics of so-called "meta-conflicts." These are comprehensive clashes that occur simultaneously and synchronously across kinetic, cognitive, and economic spaces. In this environment, the boundaries between war and peace, and between civilian infrastructure and military targets, are permanently and dangerously blurred, turning connectivity itself into a weapon. The present study focuses on the critical deconstruction of the so-called "anatomy of blindness." This is a phenomenon in which the contemporary political establishment remains cognitively constrained by anachronistic paradigms. This intellectual deficit leads to the inert application of past institutional and strategic tools to qualitatively new, existential threats whose nature is fundamentally different from familiar historical cycles. Through a precise analysis of current geopolitical shifts and a theoretical investigation into systemic failures in strategic forecasting, the work offers an alternative "navigation map." This navigation map is designed to equip both the academic community and political decision-makers with a radically new conceptual apparatus. Thus, the theoretical framework is not merely an imperative for deciphering contemporary processes, but above all, for strategic survival and adequate positioning in the chaotic reality of the collapse of the established international order.
