<jats:p>In this article, as a researcher,I have tried to focus on security especiallypublic safety of some foreign countriesincluding neighboring country Russia, UnitedStates of America and Japan which arewith well-developed human rights and law,democracy and cooperation as well as I’vestudied police operations for ensuring publicsafety, their legal regulations and experienceand I’ve conducted a comparative study basedon exploration of their legal framework andpractices to seek possibilities to actualize in ourpolice organizations.</jats:p>
