<jats:p>The article examines the institutional factors and structural elements of developing a digital ecosystem in higher education through a systemic approach. Digital transformation is substantiated as an interconnected set of strategic, regulatory, organizational, financial and economic factors, data governance, human capital, and information security. Seven groups of factors are identified, a multilevel ecosystem structure is proposed, and an institutional maturity chain is developed: “rule – actor – resource – digital process – data integration – analysis – management decision – outcome.” The findings contribute to improving Uzbekistan’s higher education digitalization policy, advancing Data Hub-based integration, and enhancing digital governance efficiency.</jats:p>
