ИПАКЧИЛИК КЛАСТЕРЛАРИДА БОШҚАРУВ САМАРАДОРЛИГИНИ БАҲОЛАШ, ASSESSMENT OF MANAGEMENT EFFICIENCY IN SILK CLUSTERS, ОЦЕНКА ЭФФЕКТИВНОСТИ УПРАВЛЕНИЯ В ШЕЛКОВОДЧЕСКИХ КЛАСТЕРАХ

<jats:p>The article examines the issue of assessing the effectiveness of management in silk clusters from the perspective of transition from recording the volume of resources to results-oriented management. The number of clusters, mulberry plantation area, live cocoons, raw silk, processing capacity, export and employment indicators were compared across the regions of Uzbekistan in 2025. The results of the analysis showed that the number of clusters or the size of the resource base do not automatically ensure high economic results. In particular, in some regions, despite the high cocoons per hectare of mulberry plantation, the export share is average, while in other regions, despite the large employment and mulberry plantation area, resource productivity is relatively low. On this basis, it was proposed to assess cluster management through a system of monitoring and evaluation criteria that include resource indicators and result indicators. The system considers feed base, cocoons per hectare, raw silk yield per cocoon, processing capacity utilization, contract coverage, cocoon acceptance transparency, export per cluster, finished product share, employment efficiency and financial support result as interrelated indicators. Digital monitoring links information on plantations, seed distribution, contracts, cocoon acceptance, processing, financial support, exports and employment into a single information logic to identify weak links at regional and production chain levels.</jats:p>
