Abstract
<jats:p>This article analyzes the institutional foundations, regulatory and legal framework, the current state of digital infrastructure, and development trends of the digitalization of inclusive education services in higher education institutions of Uzbekistan. It also examines the possibilities of using Learning Analytics, Big Data, and artificial intelligence technologies in organizing inclusive educational services. Based on PEST and SWOT analyses, the strengths and weaknesses of the sector are evaluated, and forecast indicators up to 2030 are developed. The research findings demonstrate the necessity of forming a unified inclusive digital education ecosystem through the integration of the state, higher education institutions, and IT infrastructure</jats:p>
