Abstract

<jats:p>The cosmetics industry generates substantial plastic packaging waste, with makeup palettes representing a particularly problematic category due to their multi-material, non-recyclable design. Refillable systems offer a circular economy alternative, yet their environmental benefit depends on repeated consumer reuse, and their market diffusion faces multiple barriers. This study provides a comprehensive secondary-data analysis of refillable makeup palettes, examining market dynamics, consumer adoption barriers, environmental impact potential, and regulatory drivers. Data were sourced from industry reports (Expert Market Research, Future Market Insights, MarketResearch.com), consumer surveys (FEBEA, n=2,251; GlobalData Q4 2025), life cycle assessments (Ellen MacArthur Foundation, Sustainable Packaging Coalition), and the EU Packaging and Packaging Waste Regulation (PPWR). Findings indicate that the global refillable beauty cosmetics market was valued at approximately USD 2.43 billion in 2024, with a compound annual growth rate (CAGR) of 8.20% – substantially higher than the general packaging market (5.70% CAGR). Consumer surveys reveal that 70% of users prefer refillables for environmental reasons, and 64% for cost savings; however, significant barriers persist: lack of in-store availability (44%), low awareness (32%), refill process complexity (19%), and hygiene concerns (14%). Life cycle assessments show that refillable systems can reduce carbon footprint by 70%, energy use by 65%, and water consumption by 45% compared to single-use alternatives, provided a sufficient number of refills are performed. Nevertheless, no specific LCA exists for makeup palettes. The EU PPWR, effective from 2026 and banning single-use hospitality cosmetic packaging by 2030, will shift refillable systems from voluntary to mandatory. The study concludes that while refillable makeup palettes hold strong market potential, their success depends critically on improving retail availability, simplifying refill mechanisms, transparent pricing, and regulatory enforcement. Future research should conduct palette-specific LCAs, country-level adoption studies, and experimental user experience analyses.</jats:p>
