Abstract
the purpose of the article is to analyze the policy of the Ottoman Empire in the Eastern Caucasus in the late 17th – first half of the 18th century in the context of its rivalry with Safavid Iran. In this article, based on the use of historical-genetic, comparative and systematic methods, the main stages of the Ottoman-Iranian confrontation, the instruments of Ottoman influence (military expeditions, diplomacy, bribery of local rulers) and the limits of its effectiveness are reflected. The role of military-political and geographical factors that limited Ottoman expansion – mountainous terrain, resistance of local elites and constant competition with Iran – is determined. The author notes that one of the most important features of the Ottoman-Iranian rivalry in the Eastern Caucasus was its incompleteness: neither side was able to establish full control over the region. The article specifies that local political elites (shamkhals, utsmiys, Kabardian princes) acted not as a passive object, but as an independent factor that largely determined the dynamics of rivalry. This position is the scientific novelty of the study.
