Abstract
this article examines how the system of penal servitude in Eastern Siberia was portrayed in the pre-revolutionary Russian journal «Russkiy Arkhiv» (Russian Archive). It analyzes the living conditions of Siberian convicts as described in articles by I.V. Efimov, the manager (superintendent) of the state-owned Ilga and Aleksandrovskoye distilleries in Irkutsk Province from 1848 to 1853. The article compares Efimov’s views and proposals regarding reforms to Russia’s system of exile and penal servitude during that period with the perspectives of his contemporaries and later scholars who studied the subject or were otherwise connected to the exile and penal servitude system. The study also touches upon the historiography of the katorga (penal servitude) system in Eastern Siberia and analyzes contemporary views and attitudes regarding exile and penal servitude. It concludes that the vast majority of contemporaries regarded penal servitude as a hindrance to the region's development; that the system required significant reform due to its ineffectiveness; and that the treatment of exiles and convicts needed substantial improvement, depending largely on the specific official in charge of their administration.
