Abstract

<jats:p>This prospective study investigates the availability of educational and instructional manuals on the Brazilian "Lei do Bem" (Law No. 11,196/2005), specifically focused on the reality of Brazilian Scientific and Technological Institutions (STIs). The main objective is to support the originality and relevance of the proposal to develop a manual adapted to the needs of these institutions. The specific objectives were: to conduct a comprehensive documentary survey of existing materials; to identify informational and operational gaps in the application of the Lei do Bem within STIs; to substantiate the need for and originality of the proposed manual; and to suggest preliminary guidelines for its development. The methodology employed an exploratory prospective approach conducted through the gov.br portal, using the Access to Information Law (LAI) to consult Federal Higher Education Institutions (IFES) and Federal Institutes, as well as the Google Scholar platform. The results indicated a complete absence of consolidated and specific manuals on the Lei do Bem on the official websites of the consulted STIs. Existing references are limited to the legislation itself or to the Practical Guide issued by the Ministry of Science, Technology and Innovation (MCTI), whose focus is predominantly directed toward private companies and does not address the operational and pedagogical specificities of STIs. It is concluded that there is a critical institutional gap that reinforces the need for a modern, accessible educational product aligned with the specific demands of STIs, contributing to innovation in teaching and research institutions.</jats:p>
