Abstract
<jats:p>The article addresses the problem of quantitative assessment of the ecological capacity of agricultural landscapes at the municipal level as a basis for ecological and economic substantiation of land use decisions. It is shown that the prevailing methods of land resource assessment, focused on productivity, area and cadastral value, do not take into account the ultimate environmental constraints and accumulated degradation risk. An indicator model is proposed, including six interrelated blocks: soil condition, erosion resistance, anthropogenic pressure, restoration potential, management readiness and socio-economic sensitivity. The principles of selection, normalization and weighting of indicators, the procedure for taking into account critical constraints and data uncertainty are described. The methodology integrates data from state monitoring, agrochemical surveys, remote sensing, cadastre and municipal statistics. The practical value of the model lies in the possibility of ranking sites by the admissibility of further use, the priority of protective measures, the need for the introduction of restrictions and the order of budget financing.</jats:p>
