Abstract

<jats:p>This article examines the specific features of the development of public regulation mechanisms in the field of civil protection under the conditions of the decentralization reform in Ukraine. The relevance of the study is determined by the need to enhance the effectiveness of the civil protection system amid increasing natural, technological, and military threats, as well as the transformation of the public administration system associated with the transfer of powers and resources to local self-government authorities. Under these conditions, there is a growing need to develop public regulation mechanisms capable of ensuring an adequate level of public safety and strengthening the resilience of territorial communities. The purpose of the study is to conceptualize the specific features of the development of public regulation mechanisms in the field of civil protection under decentralization through the systematization of their components, identification of the interrelationships among them, and substantiation of the conceptual foundations for their further development. The methodological framework is based on a systems approach. The research employs the methods of analysis, synthesis, comparison, systematization, and logical generalization. The findings indicate that the development of public regulation mechanisms in the field of civil protection is determined by the transformation of interactions among public authorities, local self-government bodies, and other actors within the civil protection system. The study substantiates the feasibility of considering these mechanisms as an integrated system encompassing legal, organizational, financial and economic, human resource, information and communication, and technological mechanisms. The mechanisms are systematized according to three interrelated dimensions: formation, practical implementation, and development prospects. The study also demonstrates the expediency of integrating systems, project-based, and risk-oriented approaches to enhance the adaptability of the civil protection system. The scientific novelty lies in advancing the theoretical approach to systematizing public regulation mechanisms in civil protection by examining them across three interconnected dimensions – formation, practical implementation, and risk-informed development – while accounting for the changing role of territorial communities under decentralization. The practical significance of the findings lies in the possibility of applying the proposed provisions to improve the regulatory framework, develop national and local civil protection programmes, and strengthen the institutional capacity of territorial communities in disaster risk management and civil safety.</jats:p>
