Abstract
<jats:p>Автор статьи рассматривает проблему эффективности деятельности сформированной институциональной среды Республики Тыва (РТ) в рамках реализации мероприятий федерального проекта «Профессионалитет» (ФПП). Целью настоящего исследования является выработка рекомендаций для реформирования системы взаимодействия институциональных структур РТ и образовательно-производственных кластеров РТ (ОПК РТ), участвующих в реализации ФПП в РТ, принимая во внимание регулятивное воздействие мероприятий ФПП на индикаторы социально-экономического развития РТ. Научная новизна настоящего исследования состоит в том, что впервые сформулирован и предлагается «структурный алгоритм»» взаимодействия всех участников реализации ФПП в РТ «Институциональный круг реализации мероприятий ФПП в РТ». Выявлено, что действующий республиканский инструментарий для реализации ФПП недостаточен для получения результата, который ожидают работодатели-партнеры ОПК в РТ от участия в ФПП. В результате автор обосновывает и иллюстративно представляет точку зрения по регулятивному воздействию мероприятий ФПП на индикаторы социально-экономического развития РТ, а также предлагает для обсуждения «Институциональный круг реализации мероприятий ФПП в РТ», в котором представлены «работающие» и «неработающие» направления взаимодействия. Представленная в статье схема взаимодействия может быть использована для коррегирования алгоритма взаимодействия участников реализации мероприятий ФПП в РТ.</jats:p> <jats:p>The author of the article considers the problem of the effectiveness of the formed institutional environment of the Republic of Tuva (RT) in the framework of the implementation of the federal project "Professionalism" (FPP). The purpose of this study is to develop recommendations for reforming the system of interaction between the institutional structures of the Republic of Tatarstan and the educational and industrial clusters of the Republic of Tatarstan (MIC RT) involved in the implementation of the FPP in the Republic of Tatarstan, taking into account the regulatory impact of the FPP measures on the indicators of socio-economic development of the Republic of Tatarstan. The scientific novelty of this study lies in the fact that for the first time a "structural algorithm" has been formulated and proposed for the "interaction of all participants in the implementation of the FPP in the Republic of Tatarstan"Institutional circle for the implementation of FPP activities in the Republic of Tatarstan". It has been revealed that the current republican tools for the implementation of the FPP are insufficient to achieve the result that employers-partners of the defense industry in the Republic of Tatarstan expect from participation in the FPP. As a result, the author substantiates and illustratively presents a point of view on the regulatory impact of FPP measures on the indicators of socio-economic development of the Republic of Tatarstan, and also suggests for discussion an "Institutional framework for the implementation of FPP measures in the Republic of Tatarstan", which presents "working" and "non-working" areas of interaction. The interaction scheme presented in the article can be used to correct the algorithm of interaction of participants in the implementation of the FPP activities in the Republic of Tatarstan.</jats:p>
