Abstract
<jats:p>A country’s capacity for economic growth, technological advancement, and social change is largely determined by the strength of its national research system (NRS). Effective scientific management requires strategic, long-term planning and targeted initiatives across specific sectors. This study explores actionable ways to improve the efficiency of Armenia's scientific research system by integrating international best practices, standardized assessment methodologies, and current domestic data. Through comparative, descriptive, and economic-statistical analysis, the research evaluates the relationship between science, economics, and human resource potential. A review of the past 24 years reveals a structural deficit: the share of science funding in Armenia’s GDP has averaged just 0.26 percent. Furthermore, the average annual growth rate of scientific research (4.7 percent) has consistently lagged behind overall GDP growth (6.3 percent). Consequently, the direct contribution of science to the economic growth of the Republic of Armenia during this period is exceptionally low, averaging only 0.018 percent. Improving the productivity of the NRS requires a comprehensive overhaul of managerial, financial, technological, and human resources. The study argues that Armenia must adopt a targeted national development strategy to mitigate risks associated with financial, geopolitical, and technological dependence. Crucially, the government must introduce flexible support mechanisms for scientific publications, register local journals in international databases, and actively assist Armenian scientists in publishing globally. Doing so will build a cooperative chain between the government, universities, industry, and broader society. Finally, to attract investment and foster transparent management, the study proposes implementing a national rating system for regional scientific development to accelerate balanced regional growth and strengthen the country’s technological sovereignty.</jats:p>
