Abstract
<jats:p>The managerial, methodological, and practical recommendations highlight modern science-based approaches to the creation, organization, and operation of standalone Drive-Through Pharmacy systems in humanitarian crises, martial law, pandemics, and other public health emergencies. Modern challenges affecting the continuity of pharmaceutical care are considered, international experience in the development of innovative models of pharmacy services, principles of digital transformation of pharmaceutical activities and organizational mechanisms for ensuring the availability of medicines in crisis conditions were analyzed. The author's methodology in Ukraine was first developed by the author of these scientific and methodological recommendations in 2016. The author published it: application m2016 04441 "Drive pharmacy". Application submission date March 03, 2016. Certificate for a mark for goods and services No. 232080. The necessity of introducing standalone organizational models of pharmacy establishments capable of ensuring the continuous provision of pharmaceutical care regardless of external risks has been substantiated. The author's methodology D.R.I.V.E. (Digital Integration-Resilience-Integrated Pharmaceutical Care-Value-based Patient Service-Emergency Readiness) is proposed as a universal conceptual basis for the design, creation, and operation of modern Drive-Through Pharmacy. Algorithms for organizing the work of a pharmacy institution, practical models of patient care, recommendations for digitalization of processes, integration with the electronic health care system (eHealth), ensuring the autonomy of functioning, risk management and maintaining the continuity of pharmaceutical care were presented. The developed provisions can be recommended as a scientific and methodological basis for the development of regulatory documents, educational programs, programs of postgraduate training and advanced training of pharmaceutical workers, as well as a practical tool for the creation and modernization of pharmacy institutions in accordance with modern requirements of the health care system. Scientific and methodological recommendations are addressed to legislators, representatives of state authorities and local self-government, regulators in the field of healthcare, heads of pharmacy chains, pharmaceutical workers, representatives of the pharmaceutical industry, specialists in public health, medical and pharmaceutical law, international humanitarian organizations, teachers and students of postgraduate education programs, scientists, graduate students, doctoral students, as well as all specialists whose activities is related to the organization, management and development of pharmaceutical support systems in humanitarian crises and emergencies. Development based on the first drive-through pharmacy in Ukraine, created in 2016, the universal international Drive-Through Pharmacy model, based on the principles of D.R.I.V.E., can be the basis for standardization, digital integration, and managerial, methodological, and practical development of pharmaceutical services in various healthcare systems. Its novelty lies in the combination of managerial, service, clinical, and anti-crisis components into a single model, which creates a scientific basis for further comparative research and practical implementation.</jats:p>
