Abstract
<jats:p>В статье рассматриваются актуальные вопросы развития законодательной базы в обеспечении прав обучающихся с особыми образовательными потребностями. Государство, развивая нормативно-правовую базу, определяет главные направления государственной политики в развитии инклюзивного образования. Важность таких перемен обуславливается значительными цифрами лиц с инвалидностью и ОВЗ, нуждающихся в получении образования. Россия как страна обеспечивающая включение детей-инвалидов в современное образовательное пространство принимает различные меры по совершенствованию законодательства, давая возможность полноценной их интеграции. Выявлены основные проблемы, сопутствующие в реализации политики государства в обеспечении инклюзивного образования. Приведены основные международные документы, регламентирующие развитие образовательной инклюзии. Основополагающими документами, регламентирующими инклюзию, являются Конвенция о правах инвалидов, Саламанкская декларация и Руководящие принципы политики ЮНЕСКО в области инклюзивного образования. Реализация международных обязательств легла в основу развития политики в сфере образования в РФ. В порядке последовательности приведены нормативно-правовые акты, введенные в Российской Федерации. К ключевым документам по внедрению инклюзивного образования в РФ можно отнести федеральный закон «Об образовании в РФ» и государственную программу «Доступная среда». Автор приводит не исчерпывающий перечень документов. Анализ законодательной базы демонстрирует комплексный подход к решению вопроса образования детей-инвалидов и с ОВЗ. Усилия всех заинтересованных групп позволит решить вопросы образовательной инклюзии и дальнейшей интеграции детей-инвалидов в общество.</jats:p> <jats:p>The article presents relevant issues of the legislative framework development in ensuring the rights of students with a physical condition. Within developing the regulatory framework government defines the main directions of state policy in the development of inclusive education. The importance of such changes is fueled to the significant number of people with disabilities and health limitations, who needs education. As being a country that ensures the inclusion of children with disabilities in the modern educational system, Russia takes various measures to improve legislation by giving a possibility for full integration into society. There are identified the main problems attending the implementation of the government policy in ensuring inclusive education. The main international regulations documents of educational inclusion development are presented. The fundamental documents regulating inclusion are the Convention on the Rights of Persons with Disabilities, the Salamanca Declaration and the Guiding Principles of UNESCO's Policy in the field of Inclusive education. The implementation of international obligations basis for the development of education policy in the Russian Federation. The regulatory legal acts introduced in the Russian Federation are listed in sequential order. The key documents on the implementation of inclusive education in the Russian Federation include the Federal Law "On Education in the Russian Federation" and the state program "Accessible Environment". The author provides a non-exhaustive list of documents. The analysis of the legislative framework implementing demonstrates an integrated approach to solving the issue of education of children with disabilities and health limitations. Through the efforts of all interested groups, it is possible to solve the issues of educational inclusion and further integration of children with disabilities into society.</jats:p>
