Abstract
<jats:p>This publication is the author’s third work on the mentioned topic. The first is the monograph "Economy, Science, Education" (Yerevan, "Gitutyun", 2014), and the next is the article "Priorities of Reforming the Management System of Science and Scientific and Techni-cal Activities" (Reports of the NAS RA, 2025, vol. 125, N 2). This article is a revised version of the latter. For the scientific and technological upsurge in the country, quality economic growth, increasing the international competitiveness of the manufactured products, and ensu-ring reliable external security, it is an objective necessity to combine strategic management with the consideration of synergistic interactions between the economy, science, and educa-tion. In this system, it is necessary to use the state order as a state regulation tool. Accordin-gly, it is advisable to allocate about 2/3 of the volume of financing for fundamental and ap-plied research to the fulfillment of the state order for science, and 1/3 to the implementation of grant programs. It is essential to use incentive measures to encourage business structures to engage in scientific and technical activities and increase the possibilities of financing science and innovation. The activities of scientific departments and researchers are preferably evaluated by the criteria of the fulfillment of the state order, scientific results, and publica-tions in international and domestic scientific journals. The effectiveness of science and scienti-fic and technical activities can be assessed by the proposed partial and summary indicators. In order to fully implement the mission of science, it is advisable to organize a Ministry of Science and Technology (or State Committee) in the public administration structure of the Republic of Armenia, one of the key functions of which is the coordination of scientific re-search activities, technological development, and innovation. Taking into account that science and education have inherent and unique problems, it is advisable to regulate their activities with separate legislative acts. The implementation of the proposed recommendations will enable our republic to make a real transition from the concept of science for science and education to the perspective concept of science for science, technology, and education.</jats:p>
