ՀՀ հանրակրթության համակարգի որակական փոխակերպումները 2000-ական թվականներին

<jats:p>This article analyzes the qualitative transformations of the general education system of the Republic of Armenia during the 2000s within the context of educational policy and institutional developments. The study is based on the premise that this period represented both a transitional and an accumulative stage for general education, during which the institutional foundations of the system were preserved while deep-seated qualitative problems simultaneously accumulated. The article presents a conceptual understanding of educational quality within the framework of global educational trends and examines the main characteristics of the qualitative profile of general education in the 2000s, considering demographic changes, the size and socio-economic conditions of the teaching workforce, regional disparities, and the development of educational infrastructure. The research places particular emphasis on state policy priorities aimed at improving education quality, their institutional design, and practical implementation. It is concluded that during the 2000s, the policy for improving the quality of education in the general education system was still in a formative stage, shaped by tensions between institutional continuity and structural disruptions, which significantly in-fluenced the logic and limitations of subsequent educational reforms.</jats:p>
