Abstract
<jats:p>The monograph is devoted to a comprehensive analysis of transformations in Ukraine’s system of state power under the conditions of the Russian-Ukrainian war, which has become a key driver of profound institutional change. The study focuses on the contradictory processes of concentration and dispersion of power, as well as on the mechanisms for preserving democratic procedures during the legal regime of martial law. It examines the specific features of public administration functioning in crisis conditions, the transformation of bureaucratic competencies, and changes in the system of justice and anti-corruption policy. Particular attention is paid to the interaction between military administrations and territorial communities, as well as to the instruments of legitimizing public authority in wartime. The publication is intended for scholars, educators, civil servants, public managers, and all those interested in issues of public administration, political institutions, and democratic transformations in the context of wartime challenges.</jats:p>
