Abstract
<jats:p>In the distribution electric networks of the West Kazakhstan region, a critical situation has developed: the depreciation of fixed assets of West Kazakhstan Regional Electric Grid Company (WK REC) reaches 78.86%, and for substation equipment – 84.23%. More than 400 emergency outages are recorded annually, and the deficit of the repair fund amounts to billions of tenge. This article proposes an approach to optimizing the maintenance of 35–110 kV substations based on the Reliability Centered Maintenance (RCM) methodology. The study analyzed outage statistics, repair plans and their implementation, as well as equipment failure data. Using the FMECA method, the criticality of various equipment types was assessed. The results show that the application of RCM allows increasing the repair plan fulfillment from the current 68% to 92%, reducing the number of emergency outages by 19%, and decreasing the average restoration time from 4.2 to 3.5 hours. The economic effect is estimated at 500–700 million tenge per year by reducing unplanned repair costs, minimizing energy not supplied, and optimizing labor resources. The proposed approach requires no significant capital investment and can be scaled to all substations of WK REC, as well as adapted for other regional electric grid companies in Kazakhstan.</jats:p>
