Abstract
<jats:p>This article examines the history of the development of higher education institutions. Scientific research and statistical data from domestic and foreign scholars, the essence and significance of administrative reforms, and the specifics of management implementation were analyzed. Alongside the study of national legislation, issues regarding the development of higher education institutions and the achievement of state goals and objectives in this field were highlighted. Also, in the age of information and digitalization, the organization and improvement of management in the field of higher education, the regulation and coordination of the relationship between state bodies and higher educational organizations were analyzed. With an emphasis on public-private partnership relations, certain aspects of the internal and external management of higher educational organizations are analyzed, and positive cases of creating educational hubs are revealed.</jats:p>
