Abstract

Institutional Conditions for Integrating Emerging Technologies in Higher Education” explores how higher education institutions can integrate emerging technologies such as generative artificial intelligence and open educational resources. Currently, technology adoption relies heavily on individual faculty initiative rather than coordinated institutional strategies, resulting in isolated pockets of innovation. Although access to these tools has expanded rapidly, governance, shared learning goals, and professional development have not kept pace. To achieve sustainable integration, the report recommends critical systems-level changes: establishing permanent governance structures, adopting institution-wide guidance, redesigning professional learning to align with faculty workloads, coordinating cross-disciplinary workforce initiatives, and investing in infrastructure.
