Abstract
<jats:p>The article explores the 1920 proclamation of the Kyrgyz (Kazakh) Autonomous Soviet Socialist Republic (KASSR) within the Russian Soviet Federative Socialist Republic (RSFSR) and the establishment of its governing bodies. It investigates the political and socio-economic factors behind autonomy, the roles of party structures, and the first elections of executive and legislative authorities. Focusing on power legitimization and interactions between republican and central institutions, the study uses archival sources and modern research. It reveals that the KASSR’s formation laid the groundwork for Kazakhstan’s political and administrative system. The proclamation and elections recognized the Kazakh people as a distinct entity within Soviet Russia, creating state institutions where congresses of Soviets made major decisions and executive power was held by elected representatives of workers, peasants, and soldiers. This research deepens understanding of Kazakhstan’s modern statehood origins and 20th-century societal shifts, offering valuable insights for educational programs on Kazakhstan’s history and nation-building during the Soviet era.</jats:p>
