Abstract
<jats:p>Afetler, toplumun tüm kesimlerini derinden etkileyen, ancak yaş, toplumsal cinsiyet, sosyoekonomik koşullar ve kültürel normlar gibi değişkenler doğrultusunda farklı biçimlerde deneyimlenen çok boyutlu krizlerdir. Özellikle toplumsal cinsiyet temelli farklılıklar incelendiğinde, kadınların afetlerden erkeklere kıyasla daha yüksek düzeyde etkilendikleri ve bu durumun yapısal eşitsizliklerle yakından ilişkili olduğu görülmektedir. Kadınlar, afet süreçlerinde sahip oldukları toplumsal roller, bakım sorumlulukları, kaynaklara erişim kısıtlılığı ve karar alma mekanizmalarındaki temsil eksiklikleri nedeniyle erkeklere kıyasla daha fazla kırılganlık yaşamaktadır. Bu durum ise afetlerin yalnızca doğal bir olgu değil, aynı zamanda toplumsal eşitsizlikleri yeniden üreten bir süreç olduğunu ortaya koymaktadır. Bu bölüm, afet ve toplumsal cinsiyet ilişkisini çok boyutlu bir bakış açısıyla ele alarak, kadınların afet süreçlerinde karşılaştıkları özgül risklere, deneyimlerine ve sorun alanlarına odaklanmaktadır. Ayrıca sosyal hizmetin insan hakları, eşitlik ve sosyal adalet ilkeleri doğrultusunda toplumsal cinsiyet duyarlı afet politikalarına katkısı, bu çalışmanın temel odak noktalarından birini oluşturmaktadır. Disasters are multidimensional crises that deeply affect all segments of society; however, their impacts are experienced differently depending on factors such as age, gender, socioeconomic conditions, and cultural norms. In particular, when gender-based differences are examined, it becomes evident that women are affected by disasters to a greater extent than men, a condition closely linked to structural inequalities. Women experience heightened vulnerability in disaster processes due to their socially assigned roles, caregiving responsibilities, limited access to resources, and underrepresentation in decision-making mechanisms. This indicates that disasters are not merely natural phenomena but also social processes that reproduce existing gender inequalities. The study approaches the relationship between disasters and gender from a multidimensional perspective, focusing on the specific risks, experiences, and challenges faced by women during disaster processes. Moreover, the contribution of social work-grounded in the principles of human rights, equality, and social justice-to the development of gender-sensitive disaster policies constitute one of the main focuses of this study.</jats:p>
