Implementation of world experience of “safe city” projects in ukraine

<jats:p>The article examines the theoretical, practical, organizational, and managerial foundations for implementing global best practices of the “Safe City” concept in Ukraine as a key instrument for modernizing public administration, municipal resilience, and civil protection under martial law. The study analyzes the rapid growth trends in financial investments by local city councils and technical integrators in security networks, highlighting specific operational cases in Mykolaiv, Zhytomyr, Lviv, Vinnytsia, and Kyiv. It is evident that, rather than conventional passive video recording, modern Ukrainian cities actively deploy intelligent software platforms and complex architectures (such as Axxon PSIM, alongside AI-driven hardware solutions from Hikvision and Dahua). This transition represents a direct borrowing of advanced European experience in automated search, facial recognition, vehicle identification, and traffic management, relying on network protocols such as SIP and RTSP. The paper provides a detailed analysis of the international regulatory framework for Smart Cities, which in Ukraine is grounded in the ISO 37100 series, ISO/IEC 37120, information security and privacy protection standards (ISO/IEC 27001 and ISO/IEC 27701), as well as OECD principles on safe data governance and UN-Habitat participatory planning approaches. The specifics of implementing municipal security within the Horizon Europe program (specifically Cluster 3 “Civil Security for Society”, which funds critical infrastructure defense, disaster-resilient communities, and anti-crime technologies) are thoroughly clarified. Special attention is paid to the humanitarian dimension, human rights protection, data anonymization, transport inclusion, and traffic-calming measures (such as speed humps, chicanes, and bollards) to reduce child injuries. Ultimately, the study highlights the adaptation of global models to the realities of martial law in Ukraine, where “Safe City” projects have evolved from standard crime-prevention systems into essential components of defensive monitoring, critical infrastructure protection, and national security.
