Transformation of the paradigm of public administration of territories under the influence of digitalization

<jats:p>The article provides a comprehensive theoretical and methodological justification of the content, internal logic, and vectors of the evolution of the paradigm of public administration of territories under the influence of large-scale digitalization. The exhaustion of classical models – traditional public administration (OPA) and New Public Management (NPM), which have caused fragmentation of the management sector and are unable to respond promptly to modern dynamic challenges- is proven. The transition to the conceptual framework of Digital Era Management (DEG) and Smart Governance is justified, in which the administrative-territorial unit is considered not merely a physical space within geographical borders, but a holistic, cyber-physical, socio-technical ecosystem. Through the prism of the NATIO state resource model, a deep transformation of fundamental management principles is revealed: information nodality is implemented through the development of digital twins of territories and analytics of distributed data flows; Powers are transformed according to the principle of “Rules as Code” and smart contracts; financial resources are scaled thanks to the concept of “Data as an Asset” and digital services; organizational architecture is moving from hierarchical bureaucracy to flexible interagency platforms of compatibility and participatory value co-creation. An effective stack of smart management technologies (AI, Blockchain, Big Data, IoT, Cloud Computing, GIS) and G2C, G2B, G2G, G2E interaction models has been systematized, which reorients governance from reactive problem-solving to proactive and predictive planning. Global experience (Estonia, Singapore, South Korea, India, Georgia) has been analyzed. Key challenges (digital divide, bureaucratic resistance, cyber threats) have been outlined, and recommendations for sustainable community development have been formulated.
