Abstract

<jats:p>The article addresses the formation and strategic development of the resource potential of agricultural enterprises amid an unstable external environment, resource constraints, technological transformations, and the need to ensure the long-term sustainability of business activities. The relevance of the research is determined by significant changes in the operating conditions of the Ukrainian agricultural sector caused by war-related risks, the destruction of production and logistics infrastructure, limited access to financial and labor resources, damage to the technical base, changes in logistics routes, and rising costs of production resources. Under these conditions, the mere availability of land, material and technical resources, labor, financial resources, and information resources does not guarantee an appropriate economic outcome, underscoring the need to develop enterprises’ ability to combine, mobilize, and transform resource opportunities effectively. Accordingly, the study aims to strengthen the theoretical and methodological foundations for developing the strategic resource potential of agricultural enterprises. To achieve this objective, the article examines the evolution of scientific views on resource potential, from the resource-based theory of the firm and the concepts of competitive resources and dynamic capabilities to contemporary domestic and international approaches. Based on the analysis of the literature, the authors’ understanding of resource potential is framed as a dynamic, integrated system of available, accessible, and potentially mobilized resources, competencies, and organizational capabilities that can ensure the achievement of an enterprise’s strategic, economic, social, and environmental objectives. The study substantiates the principles of strategic development of resource potential, including strategic alignment, resource balance, complementarity, dynamism, resource accessibility and mobility, innovativeness, technological advancement, digital integration, resilience, risk orientation, resource efficiency, environmental balance, circularity, and continuity of reproduction. A model of the strategic development of the resource potential of an agricultural enterprise is proposed that, compared with existing approaches, is based on the sequence: resource, capability, decision, result, reproduction, and reflects the cyclical nature of the strategic transformation of resource potential. The practical value of the model lies in its ability to diagnose resource constraints, substantiate strategic decisions regarding the modernization and mobilization of resources, determine investment priorities, and assess the effectiveness of developing resource potential in agricultural enterprises.
