Abstract
<jats:p>The article examines the state information policy regarding internally displaced persons (IDPs) in Ukraine under martial law and large-scale internal migration processes. Particular attention is paid to the role of information support as a key instrument for implementing social policy, integrating IDPs into host communities, and ensuring their rights and freedoms. The regulatory and legal framework governing information relations in the field of IDP protection is analyzed, including the Laws of Ukraine “On Information,” “On Access to Public Information,” “On Electronic Communications,” as well as strategic documents in the field of digital development and information security. The study identifies the main contemporary challenges of information policy for IDPs, including fragmentation of information resources, insufficient coordination among public authorities, limited access to timely and reliable information, digital inequality, and information security issues in the context of hybrid warfare. Special attention is given to communication barriers between state institutions and internally displaced persons, which complicate the effective implementation of social guarantees. The article outlines directions for improving the state information policy, including developing unified digital platforms for IDPs, strengthening interagency coordination, implementing open data principles, improving local-level information dissemination mechanisms, and enhancing digital literacy. The need to integrate European approaches to information resource management and strengthen the cyber resilience of state information systems is emphasized. Possible directions for improving state information policy to minimize disinformation are also outlined. It is concluded that an effective information policy is an essential component of the social adaptation of IDPs and a factor in strengthening trust in public institutions under crisis conditions.
