Abstract

<jats:p>In modern conditions of civil service reform, the quality of human resources is becoming a key factor in the effective functioning of departments, including the Russian Ministry of Emergency Situations (EMERCOM). HR audit is an important internal control tool that allows timely identification of risks of non-compliance with legislation and inefficient use of labor resources. The article offers a step-by-step algorithm for conducting a personnel audit, adapted to the specifics of the department, which implies prompt response to emergencies and high responsibility of personnel. The algorithm includes six consecutive stages: preparatory, collection and analysis of information, classification of violations, development of recommendations, monitoring the implementation of corrective measures and summarizing the results. Special attention is paid to the introduction of digital tools, compliance with the requirements of regulatory documents and the formation of a system of key performance indicators for an objective assessment of results. Additionally, standard operating procedures have been developed for ten typical HR processes, ensuring the unification and transparency of personnel management. The study is based on an in-depth analysis of the regulatory framework and a synthesis of best management practices in emergency services. The practical significance of the work lies in minimizing legal risks, optimizing document management, freeing up the working hours of specialists and strengthening the human resources of EMERCOM of Russia.</jats:p>
