Abstract
<jats:p>Исследованы свойства транспортной инфраструктуры как объекта оценки общественной эффективности. Показано, что реализация крупномасштабного транспортного проекта является необходимым, но недостаточным условием экономического развития регионов влияния, расширения социоэкономического пространства страны. Предложена модель оценки общественной эффективности крупномасштабного инфраструктурного проекта на основе оптимизации затрат. Исследована зарубежная практика планирования транспортных проектов, в том числе учета внешних эффектов при оценке их эффективности.</jats:p> <jats:p>The properties of transport infrastructure as an object for assessing social effectiveness are examined. It is shown that the implementation of a large-scale transport project is a necessary but not sufficient condition for the economic development of regions of influence and the expansion of the country's socioeconomic space. A model for assessing the social effectiveness of a large-scale infrastructure project based on cost optimization is proposed. International practices in planning and implementing transport projects are examined, including the consideration of externalities when assessing their effectiveness.</jats:p>
