Abstract

The article investigates the prospects for the development of IT management under the conditions of global digital transformation and the specific military-political challenges facing Ukraine. It is substantiated that contemporary IT management is undergoing a profound and irreversible transformation driven by the accelerated integration of artificial intelligence, multi-agent systems, AI-native development platforms, confidential computing, AI security platforms, and other breakthrough technologies. On the basis of this analysis, the article substantiates the principal strategic directions for the prospective development of IT management in Ukraine. Particular attention is devoted to the accelerated transition toward AI-native and ecosystem-based management models, the institutionalization of modern AI governance frameworks as a core infrastructural function, the adaptation of agile methodologies enhanced by artificial intelligence for risk forecasting and outcome-oriented metrics, and the specialization of IT companies in high-technology niches such as DefenseTech, cybersecurity, GovTech, and EdTech. Equally important is the formulation of comprehensive talent retention and repatriation strategies that leverage secure cloud solutions, flexible working models, and long-term career development programs aimed at returning “digital emigrants” to the national economy. The study proves that the successful implementation of these strategic directions will enable the Ukrainian IT sector to move decisively from a predominantly service-oriented outsourcing paradigm to the creation of its own high-tech products and solutions. Such a transformation is expected not only to enhance operational efficiency and innovation capacity but also to significantly strengthen the sector’s resilience to external shocks, both military and technological. In the post-war period, this shift will facilitate deeper integration into European and global value chains, increase the sector’s contribution to national GDP, and position Ukrainian IT companies as competitive players on the international stage. The research fills an existing scientific gap by offering a systematic examination of IT management evolution under hybrid conditions of rapid technological disruption and geopolitical instability. It combines theoretical insights into global trends with context-specific practical recommendations addressed to IT executives, policymakers, and higher education institutions responsible for training future IT managers. The findings underscore the critical importance of strategic foresight, continuous upskilling, and adaptive governance structures in ensuring the sustainable development of the national IT industry.
