Abstract

<jats:p>The article develops and tests a methodological approach to diagnosing the level of economic resilience of enterprises in the information and communication technology (ICT) sector of Ukraine under martial law, macroeconomic instability, and global technological competition. The sequence of the diagnostic process is substantiated: forming a system of indicators, normalizing multidirectional measures, calculating an integral index, determining the distance to the reference point, and interpreting the results on a scale of levels. The dynamics of key industry indicators for 2021–2025 are analyzed. It is established that after record exports of computer services in 2022, the industry experienced a two-year decline (–8.5% in 2023 and –4.2% in 2024) followed by a return to growth in 2025 (+3.3%, USD 6.66 billion). A high geographic concentration of exports is revealed alongside an increasing share of ICT in service exports, indicating the relative resilience of the sector. At the same time, the results of the diagnostics of the state and prospects for the development of the information and communication technologies industry revealed the presence of a structural risk of high geographical concentration of exports of information and communication technologies enterprises. Comparative diagnostics by enterprise groups showed a significant differentiation in ensuring the level of economic sustainability of ICT enterprises: from high for product companies to critical for startups and small service enterprises, which are characterized by a critical level of financial condition, as well as a relatively low level of cyber resilience. The constructed quadrant diagnostic map allowed us to differentiate priority measures for each group of enterprises in the information and communication technologies industry for the long-term period of operation and development. Based on diagnostics across six dimensions and five groups of enterprises, significant differentiation in the level of resilience is identified: the highest integral scores belong to product and large service companies, the lowest to startups and small service enterprises, which are vulnerable in financial and cyber resilience dimensions. A quadrant diagnostic map is constructed and priority directions for increasing resilience are determined for each group.</jats:p>
