Abstract
<jats:p>The article studies social entrepreneurship as a management tool for the post-war restoration of the financial capacity of territorial communities in Ukraine. Social entrepreneurship is considered as a unique tool for communities, since it does not simply generate funds, but transforms business processes into solutions to urgent local problems. Promising directions for the development of social entrepreneurship for the support and development of territorial communities are summarized, including: job creation, employment of veterans, integration of IDPs, attraction of grant funds, development of local tourism, support of small businesses, etc. It is proved that the full-scale war by Russia forced Ukrainian communities to act in a mode of extreme challenges. The local economy has radically changed, as new forces have joined the life of communities – displaced persons and evacuated businesses. This gave impetus to the creation of completely new formats of cooperation. The main task for everyone was to unite for the sake of defense and survival at the local level. The key to this restructuring was the unity of people and their active participation in the life of communities. A vivid example of such cohesion are social enterprises. Solving local problems, they create important social changes that together shape the global success of Ukraine. The domestic and foreign experience of the European Union, which is based on the integration of social responsibility into the market economy, is analyzed. The experience of the European Union proves that social entrepreneurship is capable not only of solving social problems (for example, integrating vulnerable groups of the population), but also of creating a large number of stable jobs. Examples of social entrepreneurship in EU countries are considered, which prove that the social economy in the EU has become a powerful economic sector. For Ukraine, in the conditions of restoration and European integration of communities, this European experience is a ready-made reference point for the development of territories and achieving financial sustainability in the localities. The experience of the European Union countries shows the significant potential of social entrepreneurship: there are about 2.8 million social economy enterprises operating in the EU countries, which provide employment for 13.6 million people and generate over 6% of the gross domestic product. That is, social entrepreneurship is able to provide not only a social effect, but also create a significant number of jobs.</jats:p>
