Abstract
<jats:p>The article substantiates the essence and socio-economic significance of public-private partnership (PPP) as a highly effective instrument for strategic interaction between the state and the business sector under the conditions of modern economic transformations. The relevance of this study is tightly driven by the urgent need for comprehensive infrastructure modernization, stimulation of innovation, and attraction of large-scale private investments during the post-war economic recovery period in Ukraine. The purpose of the research is to comprehensively analyze the leading foreign experience in PPP project implementation and to develop actionable recommendations for adapting these institutional mechanisms to contemporary Ukrainian economic realities. The methodological framework of the study is based on a combination of scientific methods, including comparative analysis to evaluate PPP models in the European Union and the United States, structural-functional analysis to examine risk allocation and funding tools, as well as institutional and systemic approaches to identify regulatory factors. The research results highlight that while European PPP mechanisms focus heavily on institutional support, co-financing programs, and sectororiented grants, the US model demonstrates a broader approach through long-term concessions, transparent tariff regulations, and efficient private management of state-owned assets. The study analyzes the modern dynamics of PPP development, emphasizing that a critical portion of signed contracts in Ukraine remains inactive or suspended due to high geopolitical and economic risks. The practical value of the article lies in the formulated recommendations aimed at improving the efficiency of PPP mechanisms for Ukrainian enterprises. The proposed solutions can be utilized by public authorities and private investors to plan long-term infrastructure projects with predictable financial outcomes, ensuring stability and long-term economic growth. Furthermore, the implementation of these strategic approaches will significantly contribute to the acceleration of Ukraine’s integration into the European economic space and the adoption of advanced international management standards.</jats:p>
