ANALYSIS AND ADAPTATION OF EUROPEAN EXPERIENCE IN SMALL AND MEDIUM BUSINESS DEVELOPMENT FOR THE SUSTAINABLE DEVELOPMENT OF UKRAINE

<jats:p>The article summarizes the European experience in the development of small and medium-sized businesses and identifies the possibilities of its adaptation to the conditions of Ukraine, taking into account the tasks of economic European integration and strengthening economic security. The purpose of the article is to analyze and summarize the possibilities of adapting positive European practices of small and medium-sized business development for the sustainable development of Ukraine. Research methods: analysis and synthesis, comparison, structuring, comprehensive economic analysis, generalization. Based on the analysis of the practices of Poland, Germany, Lithuania, Italy and the EU as a whole, measures to implement European experience are justified, which include the creation of a single business register with a clear separation of micro-enterprises, the introduction of programs for scaling small and medium-sized enterprises, support for medium-sized enterprises with an orientation towards innovation and export activity, the formation of local production clusters, as well as the development of state and regional programs separately for micro-, small and medium-sized enterprises. The proposed approach differs from the existing ones in its emphasis on relevant functional areas of development of small and medium-sized enterprises of Ukraine in the context of economic European integration, which allows directing state regulatory measures not only to general support of entrepreneurship, but also to overcoming structural imbalances, increasing innovation, export capacity and the role of small and medium-sized enterprises in the transformation of Ukraine's economic security. The most valuable for Ukraine is the combination of the Polish logic of structural accounting and scaling, the German model of support for medium-sized businesses, the Lithuanian emphasis on digitalization and export readiness and the Italian approach to the development of local production clusters.</jats:p>
