Abstract
<jats:p>The article is devoted to the study of the mechanism of budget formation in the system of financial and economic relations. The issues of formulating an effective budget and ensuring the state's fiscal security and economic resilience under martial law are of significant importance. It is important to effectively form state budget, and the financial support of national defense and security. It is shown that, at the current stage of societal development, budget policy it serves as one of the primary instruments of state influence on economic and social processes. Improving the mechanisms for generating budget revenue and enhancing the effectiveness of budget expenditure utilization are of significant importance. A comprehensive approach to addressing these tasks will contribute to strengthening the state's financial stability and increasing efficiency the functioning of the budget system. The implementation of systematic monitoring of budget program performance is significant, as it enables the timely assessment of the achievement of defined goals and strengthens the link between the financial indicators of budget programs and their implementation results. In the context of modern economic transformation, budget formulation plays a pivotal role among the instruments of state policy for social development, determining the state's capacity to maintain macroeconomic stability, stimulate economic activity, ensure an adequate level of social protection for the population, and implement the country's strategic development priorities. Budget policy formulation should be based on scientifically grounded principles that ensure the balance of the budget system, the rational allocation of state resources, and the effectiveness of the budget system. The further development of the program-based method of budget planning, aimed at achieving specific results, is important. At the same time, the experience of recent years indicates that existing budget policy mechanisms have not fully fostered the stimulation of the economy's innovative development, the enhancement of national economic competitiveness, or the strengthening of the state's financial capacity.</jats:p>
