Abstract
The article examines the peculiarities of the functioning of the banking system of the population of Ukraine under martial law, when ensuring the continuity of the provision of financial services has become of strategic importance for maintaining the socio-economic stability of the state. It is determined that the full-scale military aggression against Ukraine led to a radical transformation of the traditional model of interaction between banks and clients, accelerating the digitalization of financial services, the development of remote service channels, the modernization of the payment infrastructure and the introduction of new mechanisms for ensuring the operational stability of banking institutions. The current trends in the development of the banking sector of Ukraine during 2022–2025 are analyzed, in particular, changes in the structure of banking services for the population, the development of mobile and Internet banking, the use of the NBU BankID system, the expansion of non-cash payments, the adaptation of the banking network to wartime conditions, as well as the implementation of state and regulatory measures to maintain the stability of the financial system. It is substantiated that digital technologies have become the main tool for ensuring the availability of banking services for the population, regardless of security risks, forced migration or damage to physical infrastructure. Particular attention is paid to the analysis of factors that determine the effectiveness of banking services in crisis conditions, including the digitalization of business processes, cybersecurity, critical infrastructure redundancy, financial inclusion, the development of payment services and the improvement of the regulatory policy of the National Bank of Ukraine. An author's approach to interpreting the operational stability of banking services for the population is proposed, which is based on the interaction of three components: digital accessibility, continuity of banking services and maintaining public confidence in the financial system. The results of the study identify promising areas for further development of banking services for the population in the context of the post-war recovery of Ukraine, European integration, digital transformation of the financial sector and the introduction of innovative financial technologies.
