Abstract
Introduction. Strengthening internal intersectoral linkages is an important prerequisite for enhancing the resilience and multiplier potential of Ukraine’s economy amid structural transformation and post-war recovery. Of particular importance are reducing import leakages and strengthening the role of regions in the formation of national production chains. Purpose. To identify the structural features and key centers of intersectoral interaction in Ukraine’s economy, assess the constraints on realizing its internal multiplier potential, and substantiate differentiated instruments for deepening intersectoral linkages with due consideration of the structural and economic specialization of regions. Methods. The study employs the Leontief input-output approach, as well as structural, comparative, and functional-structural analysis and sectoral and regional typologization. Based on the OECD input-output tables for 2022, internal and total output and gross value added multipliers were determined. Results. It was established that internal intersectoral linkages account for approximately 63% of the potential multiplier effect, while 34–35% of the effect is externalized through import-based production linkages. Three types of intersectoral interaction centers were identified: centers of large-scale effect diffusion, value-added formation centers, and import-dependent centers. The main structural risks limiting the realization of multiplier potential were identified, and policy instruments were differentiated for industrial, agro-processing, transport and logistics, innovation and technology regions, as well as regions undergoing structural transformation. Conclusions. The study substantiates the need to strengthen domestic production cooperation, develop medium- and high-value-added sectors, reduce critical import dependence, and implement differentiated regional policy aimed at deepening national production chains.
