Abstract

<jats:p>Introduction. Against the backdrop of the digitalization of all sectors of the financial system, both domestically and globally, demands for the efficient use of public resources are increasing. The use of digital tools in public procurement processes is one of the key factors in reducing expenditures at all budget levels, minimizing financial fraud schemes and corruption risks, increasing the transparency of transactions, and, consequently, enhancing our country’s investment attractiveness. This topic is particularly relevant given Ukraine’s status as a candidate for European Union membership, as well as the need to attract international financial assistance for post-war reconstruction. The purpose of this study is to provide a theoretical foundation for and systematize the use of digital tools in public procurement, as well as to develop recommendations for the implementation of artificial intelligence technologies in electronic public procurement during wartime and post-war reconstruction. Research methods. The study employed a range of general and specialized research methods, including: analysis and synthesis, induction and deduction, the systemic-structural approach, comparative analysis, logical and theoretical generalization, and graphical and tabular methods. Results. This article provides an overview of the main digital tools used in public procurement in Ukraine, including the Prozorro system, the Prozorro Market electronic catalog, and the Dozorro and BI Prozorro analytical modules for oversight and public monitoring of public procurement, which help mitigate corruption risks in public procurement in Ukraine. The article justifies the feasibility of implementing artificial intelligence algorithms—specifically the SmartCheck AI and Big Data modules—which enable the automation of tender documentation analysis and ensure end-to-end oversight of the use of budget funds or donor funds. Conclusions. It has been demonstrated that the digitization of public procurement in Ukraine has the potential to significantly increase the transparency and competitiveness of procurement procedures. The prospects for implementing artificial intelligence and Big Data technologies in the public procurement process have been outlined, and their benefits during wartime and in the post-war recovery period have been identified.</jats:p>
