Turkish “Soft Power” in the Post-Soviet Space: The Case of Gagauzia (1994–2018)

<jats:p>The article examines the development and characteristics of Turkish–Gagauz relations from 1994 to 2018 through the lens of the Turkey’s “soft power” policy. The study analyzes key directions of Turkey’s foreign policy in the post-Soviet space, including diplomatic support for Gagauzia’s autonomy, implementation of infrastruc-ture and social projects, and development of cultural and educational cooperation. Particular attention is paid to the role of visits by high-ranking Turkish officials as part of the process of institutionalizing bilateral relations. The activities of the Turkish Cooperation and Coordination Agency are investigated as a key tool for imple-menting the Turkey’s “soft power” in the region. The article concludes that Turkey has managed to establish a sustainable influence in Gagauzia, relying primarily on non-military foreign policy strategies.</jats:p>
