How Construction Employers Develop, Verify, and Sustain Workforce Capability

<jats:p>This report examines how construction employers turn training into verified, usable workforce capability. Based on 48 participating organizations, 80 interviews across 18 trades, and 25 training-facility, project, and site visits, the study identifies six connected functions of employer-embedded capability systems: governance and investment, worker entry, blended learning, assessment and documentation, project deployment, and career and leadership development. Its central finding is that training is an activity, while capability is the outcome. Workers become ready for assignment when they can demonstrate defined work technically, safely, to the required quality, and at the productive level the project requires, with readiness documented and kept current. The report shows how employers can coordinate curricula, coaching, practice, credentials, records, assignments, and advancement to build worker opportunity and project delivery capacity. It also explains why verified capability is the foundation for responsible multiskilling.</jats:p>
